Arnaud Marès is a Senior Vice President in Moody's Investors Service's Sovereign Risk Group, where he is inter alia the lead analyst for France and the United Kingdom.
Prior to joining Moody's in 2008, Arnaud was Head of Policy at the United Kingdom's Debt Management Office, the executive agency of HM Treasury responsible for managing the national debt and for advising the government on the management of its balance sheet. From 1999 to 2004, Arnaud was a senior economist at the European Central Bank, within the Directorate General of Operations. Throughout this period, he represented the ECB first and later the United Kingdom in numerous international fora, under the aegis of the EU, the OECD and the G-10. He also acted as a consultant for the International Monetary Fund in the field of government financial management and in particular sovereign asset and liability management.
A French National, Arnaud graduated in macroeconomics and finance from the École Nationale de la Statistique et de l'Administration Économique (ENSAE, Paris) in 1991 and spent the early years of his career as a capital market economist at Banque Indosuez and Crédit Agricole Indosuez, in Paris and London.
